WebEdit: after looking at the datasheets, it seems like the clock input is for the stateful logic in the IODELAY blocks; the CAL, INC, etc. signals are synchronous with CLK, and CLK is unrelated to the actual delay line. So you can drive it with whatever internal clock you want.
